5 Bossier City council members may be charged with a felony crime: Will they be reelected?

Five city council members repeatedly blocked a citizens' petition for term limits, to the extent that their actions may result in being charged with a felony crime, according to three appellate judges.

Now the question is: Will they be reelected?

Candidate qualifying begins one week from today (1/29-1/31), and so far, all but one of the five council members have publicly announced opponents.

Four candidates to vie for two at-large council seats

Executive Director of the Fuller Center for Housing of Northwest Louisiana Lee Arthur Jeter Sr. and a current member of Bossier Parish School board Craton Cochran have announced their candidacies for Bossier City Council At Large.

Current at-large councilmembers are term limits supporter Chris Smith, who has announced his reelection bid, and David Montgomery, who repeatedly voted against the citizens' petition for term limits and has not publicly announced his intentions regarding reelection.

District council seats

Councilmember District 2

Debra W. Ross has announced her candidacy for District 2 seat. Ross, a retired registered nurse, is running for the position currently held by Jeffery Darby, who repeatedly voted against term limits as defined by the citizens' petition.

Councilmember District 3

A term limits supporter, Cliff Smith is running for the District 3 seat currently held by Don Williams, who repeatedly voted against the citizens' petition term limits — except once. Williams has said that he will not seek reelection.

Councilmember District 4

A local business owner has announced his candidacy for District 4. Joel Girouard, a State Farm agent with an office in Shreveport, is running for the seat currently held by Jeff Free, who repeatedly voted against term limits.

Councilmember District 5, City of Bossier City

Vince Maggio, currently seated as District 5 city council member and repeatedly voted against the citizens' petition, has not publicly announced his intention to seek reelection. No publicly announced opponents could be located by BossierNow.

Councilmember District 1, City of Bossier City

Brian Hammons, who voted for the citizens' petition for strict term limits, has announced his intention to seek reelection. No publicly announced opponents could be located by BossierNow.

Bossier City Mayor

Tommy Chandler, a term limits advocate, has announced his reelection campaign. No publicly announced opponents could be located by BossierNow.

What else will be on the ballot

There are other matters on the March 29 ballot, including three propositions involving the Bossier City Charter.

Two are for term limits without retroactivity for the mayor and city council. Both were approved by the five council members who opposed the citizens' petition for stricter term limits. Under this ordinance, currently seated council members could remain in office for another 12 years and return after a "break in service."

The third proposition makes additional changes to the City Charter.

Four state constitutional amendments will be on the ballot:

• Providing for disciplinary proceedings over attorneys and to create courts of limited jurisdiction.

• Regarding the power of taxation.

• Regarding crimes committed by juveniles and special juvenile proceedings.

• Concerning election dates for newly-created judgeships or vacancies in the office of a judge.

And two property taxes will be decided:

Voters in the Town of Benton will consider a 4.90 mill property tax renewal, and voters in Northeast Bossier Parish Fire District 5 will decide on a 27.50 mill property tax.

South Louisiana road closings update

Hazardous travel conditions remain in south Louisiana. The DOTD is providing frequent updates on road conditions, and here is the latest.

Motorists should remember that conditions change rapidly, and roadways may be closed suddenly if they’re unsafe for travel.

• U.S. 90 in both directions between Amelia and Des Allemonds

Calcasieu Parish

• I-210 between I-10 east and west interchanges

• I-10 from Louisiana/Texas state line to I-49

East Baton Rouge Parish

• I-12 westbound between Airline Highway and the I-10/I-12 split

• I-10 westbound between Highland Road and the I-10/I-12 split

• I-110 in both directions between the I-10/I-110 split and U.S. 61 Natchez

• I-10 eastbound between LA 415 and Washington Street

• I-10 westbound between the I-10/I-12 split and LA 415

• NOW OPEN: I-12 eastbound from Airline Highway to the Amite River Bridge

• LA 67 (Plank Road) in both directions on the Plank Road bridge

Iberia Parish

• U.S. 90 at the LA 88 overpass

Jefferson Parish

• U.S. 90 between Willowdale Boulevard and Live Oak Boulevard
