Bossier City crash: Motorcyclist dead, driver suspected of marijuana impairment
A Saturday afternoon crash on Airline Drive resulted in the death of a motorcyclist. The driver of a car involved in the wreck was suspected to be impaired by marijuana, Louisiana State Police says.
Saturday, July 5, 2025, around 5:30 pm, LSP troopers responded to a three-vehicle crash on Airline Drive, near North Willow Drive.
The crash claimed the life of 41-year-old Byron Smith of Shreveport.
The initial investigation revealed that a Nissan Altima, driven by 24-year-old Scarlett Jackson of Mansfield, was traveling south on Airline Drive, in the left lane. At the same time, a Kawasaki motorcycle, driven by Smith, was traveling south on Airline Drive in the right lane.
For reasons still under investigation, the Nissan made a right turn into a private driveway from the left lane and collided with the motorcycle and a vehicle exiting the private driveway, which was occupied by another motorist.
Smith, who was wearing a DOT-approved helmet at the time of the crash, was ejected from the motorcycle and pronounced deceased at the scene. Jackson, who was properly restrained, was uninjured. The occupant of the vehicle, who exited the private driveway, was properly restrained and uninjured.
"During the investigation, impairment on the part of Jackson was suspected," said trooper Eddie Thomas of LSP public affairs. "Jackson was subsequently placed under arrest and processed in the Bossier Parish Maximum Security Jail for vehicular homicide, possession of marijuana, possession of drug paraphernalia, and failure to yield. Standard toxicology samples were collected and submitted for analysis."
The crash remains under investigation.
State police say alcohol and drug impairment remain a contributing factor in nearly half of all fatal crashes in Louisiana.
Haughton neighborhood to experience water outage Tuesday
Town of Haughton water system customers along a stretch of Hwy 3327 will experience a temporary water outage Tuesday. The outage will occur as new water lines are installed.
Affected areas will stretch along Hwy 3227 from Hwy 157 to Haughton Middle School. The work will begin Tuesday, July 8th, at 10:00 pm. Water service is expected to be restored by 6:00 am Wednesday, July 9th.
Tuesday: Lane closure on I-220 bridge scheduled
The Louisiana Department of Transportation and Development says that on Tuesday, July 8, 2025, the I-220 eastbound bridge over the Red River in Bossier and Caddo Parishes will be reduced to one lane.
This lane closure is scheduled to take place from approximately 9:00 am to 3:00 pm, and is necessary to allow for routine bridge inspection.
Restrictions/Permits: This lane closure will allow vehicles 14 feet wide or smaller to pass through the inspection zone. Larger vehicles must detour utilizing an alternate route.
What are the 'standing committees' just established by the Bossier City Council?
At Tuesday's meeting, the Bossier City Council adopted a resolution creating standing committees "to promote efficient governance, oversight, and policy development."
Typically, City government ordinances are rarely explained. However, when comments or questions were called for before the vote, District 3's Cliff Smith asked, in a voice barely above a whisper, for the matter to be explained.
That's another indication that a new council is in charge. In the past, council members, other than District 1's Brian Hammons, rarely requested an explanation regarding a measure to be voted on.
It's a refreshing change.
So, what are the standing committees all about?
"It's going to be establishing three permanent subcommittees of the major city council, a budget and finance committee, an infrastructure committee, and a community needs committee," Council President Chris Smith explained. “The council president, every year, will appoint members to each committee along with the committee chair. Those committees will be responsible for helping steer the ship as you will."
