North Bossier traffic is graded an 'F.' $100 million would bring it up to a 'C'
A room of 60 or more attended a Bossier Parish Police Jury meeting on subdivision development and the need for road improvements to meet the demand resulting from an expected 5,000 or more new homes in North Bossier.
Parish attorney Patrick Jackson said traffic efficiency in the North Bossier corridor is currently graded an 'F.' For example, he said traffic in and around Baton Rouge when an LSU football game is about to kick off is also an F.
"To keep a C-level of service, at least in the North Bossier Corridor, the necessary road infrastructure for all 5,000 of those homes is approximately $100 million to build today," Jackson added.
When the crowd was asked to stand if they objected to the new subdivisions expected to be planted in North Bossier, no one did.
However, one Benton businessman, Rodney Madden, said, "I'm not here against it, but you can't let it go unchecked like it is right now. It's too many people. It's too much property. In fact, you can't support what you have now. So, how are you going to support what you're talking about increasing? We're not against development — we need the right development."
Other objections were filed by email before the meeting. Brad Cooper wrote, "I can't imagine adding hundreds of houses with our current infrastructure. I don't want any new development added until we can keep up with what we have now."
However, Jason Rowland, superintendent of the Bossier Parish Schools, emailed the police jury a comment expressing the school board's support.
"We would like to express our support for the continued growth in residential development in Bossier Parish," Rowland wrote. "Expanding our community brings new opportunities, strengthens our local economy, and enhances the quality of life for our residents. We recognize that with this growth comes an increased demand on our schools, and Bossier Parish School Board is committed to proactively finding responsible solutions for the impacts of the proposed growth."
The timeline for traffic improvements
Eric Hudson, parish engineer, said the planned traffic improvements suggested by a just-completed initial traffic study would likely be rolled out by 2034.
"Some of the recommendations that they have is continuing the five-lane section of Airline Drive up until Palmetto Road. Continuing a three-lane section up to Vance Road. Continuing the three-lane section of Kingston Road all the way to Highway 3. Every intersection on Airline Drive would be upgraded — left and right turn lanes in all directions. Deen's Point Road would then be a three-lane road from Veterans Parkway all the way over to Airline Drive," Hudson said.
"It is hard to grasp that it took us 20 years to build Swan Lake Road, but by 2034, we would need to five-lane that roadway from Modica Lott all the way up to Swan Lake Road," he added.
Hudson also said the new Veterans Parkway would likely need to be extended farther north.

The Bossier City '25 Vote: Chris Smith aims for a 'strategic and intentional plan'
Chris Smith is running for reelection to one of the two Bossier City at-large council seats. Smith is completing his first term on the council.
"Four years ago, you elected me to my first term, and for that it's been the most rewarding four years of my life," Smith said. "I'm very humbled to represent each and every one of you in city government, so thank you. We all took a leap of faith four years ago. I took a leap of faith by putting my name on a ballot."
Smith believes Bossier City needs "a strategic and intentional plan. What we've done a lot over the last 30 years is we've just thrown stuff at a wall to see what would stick, and then, that stuck, so we're gonna run with that. But we don't have a vision."
He recently spoke at the South Bossier Lunch Group and presented his ideas for the future of Bossier City.

Charles Gray disqualified from running for City Council District 3
The Louisiana Ethics Commission has disqualified Charles L. Gray, who previously qualified for Bossier City Council District 3.
BossierNow asked Gray for a statement but had not received a reply by the time of publication.
Gray, a Democrat, was elected to a single term in District 9 of the Bossier Parish Police Jury before being defeated by Pam Glorioso.
Bossier City Council District 3 incumbent Don Williams has decided not to seek reelection. Two opponents remain in the race: Republican Cliff Smith and Democrat Donzell Hughes.
Smith says he is a term limits supporter, Christian, conservative, Republican, husband, father, and grandfather. Hughes is the former Bossier Chapter President of the Local NAACP.
